MINDSHIFT #1

Moving from Doing "to" and “for” to Doing "with"

LEVEL 1 (Score 1):

Team leader shares data about the issue area in a way that’s easy and engaging.
Attendees talk about what the data means and share their own personal thoughts and experiences as to why it is the way it is.

LEVEL 2 (Score 2):

Requires Level 1 AND
Attendees report they feel their opinion is valued and they feel comfortable speaking-up in the group.
The group has defined a focus area to concentrate efforts and everyone in the group can explain the group’s purpose with consistency.

LEVEL 3 (Score 3):

Requires Level 1 - 2 AND
A core diverse group—representing families, educators, community partners, and varied backgrounds—meets regularly and attendance is stable.
Team members report they know what role they play in the group and why their involvement is important.

LEVEL 4 (Score 4):

Requires Level 1 - 3 AND
A rotating facilitator model or co-lead structure is being tested where parents, community members and students co-lead meetings.
People who don’t go to big events or use the internet are reached in other ways—like small meetings, home visits, or phone calls

LEVEL 5 (Score 5):

Requires Level 1- 4 AND
Members are now bringing in new voices who they believe can be partners or voices in the work.
A variety of members use personal social media accounts and social networks to tell success stories about the work.

MINDSHIFT #2

Moving from More Programs to Increased Local Coordination

LEVEL 1 (Score 1):

Members talk about what’s already in the community that more families and students could be using.
Group conversations are more about connecting what already exists and less about getting more money to do more programs.

LEVEL 2 (Score 2):

Requires Level 1 AND
The team is trying at least one new idea to improve local coordination. This idea was suggested by someone other than the group leader.
People are starting to meet outside of formal meeting times because they are building relationships to connect dots between programs.

LEVEL 3 (Score 3):

Requires Level 1 - 2 AND
The group has a process for conducting “local asset and needs mapping” at least once a year to track what resources already exist and where there are gaps.
Members are reaching out to new partners to build more program connections.

LEVEL 4 (Score 4):

Requires Level 1 - 3 AND
The group can name 2–3 new partnerships formed through their work and explain how each one is helping improve key outcomes.
There’s a system to track if more partners are getting involved with the work, even if they don’t attend formal meetings.

LEVEL 5 (Score 5):

Requires Level 1- 4 AND
Community support, attendance, and partnerships are growing as a diverse group of members contribute to recruiting additional resources for schools, local projects, student services, family assistance, and other community needs.

MINDSHIFT #3

Moving from Decision Made in Silos to Collaborative Leadership

LEVEL 1 (Score 1):

Group decisions are usually made by the leader or a small set of staff, even if others are present.
Meetings often feel like updates rather than spaces to shape decisions together.

LEVEL 2 (Score 2):

Requires Level 1 AND
The group uses discussion tools (like thumbs up/down, sticky voting, breakout groups) to gather input before making decisions.
Facilitators ask for feedback before finalizing group decisions.
Members start attending events hosted by other members to build relationships and understand different services in the community.

LEVEL 3 (Score 3):

Requires Level 1 - 2 AND
There is a system in place to track if group members are becoming more active.
There has been at least one convening where multiple attendees actively contributed to the discussion.
The group tracks what changes have been made based on what’s working or not, so members can see how their input and new data leads to improvements.

LEVEL 4 (Score 4):

Requires Level 1 - 3 AND
Members share responsibility for planning meeting agendas and leading parts of the discussion.
More community members are taking the lead on key initiatives that were once managed by school staff.
There is a formal process in place to make amendments as a group.

LEVEL 5 (Score 5):

Requires Level 1- 4 AND
Existing members mentor and support new members, helping them be more active within the group.
The group has created clear agreements or bylaws outlining collaborative leadership and decision-making structures that can be used in other collaborative groups.
The team decides together how to celebrate their wins.

MINDSHIFT #4

Moving from random acts of programming to intentionality for high impact

LEVEL 1 (Score 1):

Members are learning about what makes a program high-impact (e.g., clear goals, consistent follow-up, measurable outcomes).
Group reflects on past activities and wonders which ones truly made a difference.

LEVEL 2 (Score 2):

Requires Level 1 AND
Members begin asking questions like “Did it work?”, “Did it reach the right people?” and “how do we know?”
Team talks about how current strategies, activities, and events could build on one another rather than being isolated, one-and-done events.
The group agrees to test one program or effort with a clear goal and a way to measure "how much" was done (e.g., number of people served) and “how well did it work”.

LEVEL 3 (Score 3):

Requires Level 1 - 2 AND
All strategies collect at least simple data on participation, satisfaction, and impact (how much, how well, and who is better off).
Members use this data to adjust programs, drop less effective efforts, and double down on what’s working.
Group conversations start centering on metrics the whole group understands and how they are tracking progress.

LEVEL 4 (Score 4):

Requires Level 1 - 3 AND
The team regularly reviews data as a group to improve strategy, not just report outcomes.
Members can name specific changes made to increase the quality or reach of an initiative.
High-impact strategies are prioritized in planning and budgeting discussions.

LEVEL 5 (Score 5):

Requires Level 1- 4 AND
Results are shared publicly and used to inspire more investment, action, or replication.
Members of the group are helping other teams use data to make choices about high impact efforts rather than one-off events.

MINDSHIFT #5

Doing it all at once to Ripple Effects of Groundswell Action

LEVEL 1 (Score 1):

Members talk about the desire to create change but feel unsure where to start or worry their effort won't be big enough to matter.
The group begins to shift focus from solving everything at once to identifying small, meaningful next steps they can take together.
There are processes in place to have multiple small conversations to learn and talk with people closest to the issue.

LEVEL 2 (Score 2):

Requires Level 1 AND
The group commits to one small action that is doable and visible, and follows through.
Members talk about what they learned from the action and how it affected motivation or engagement in the group.

LEVEL 3 (Score 3):

Requires Level 1 - 2 AND
The team can name at least one strategy that started small and has grown in participant number and partnerships.
Members start identifying and celebrating “ripples”-unintended positive effects, new partnerships, or growing interest sparked by early work.
More people are getting involved because they’ve seen the momentum build and want to contribute.

LEVEL 4 (Score 4):

Requires Level 1 - 3 AND
The team is intentionally planning more small wins to keep momentum and increase energy for the work.
Leaders at all levels highlight stories of growth, not just end results, to show progress and keep people inspired.
Members use what’s working in one area to guide next steps and scale efforts in other places.

LEVEL 5 (Score 5):

Requires Level 1- 4 AND
The group is known for turning small efforts into broader movements and uses that momentum to keep attracting new people and partners.
Members are invited to share their approach with other groups or communities looking to grow change from the ground up.
Early, visible wins are strategically used to activate broader efforts, create public will, and spark long-term change.
